This item was found in my mother's belongings just recently after I cleared out a storage units. Mom has been gone since 2013 so I can't ask her about these.
Mom was French, born and raised in France until 1966 when she came to US with my dad via USAF.
She also loved to sew and possibly gathered these to sew onto something but never did.
